There seem to be so many "kkondae" elderly people on the subway...

Sometimes, these "kkondae" elderly people come up to me and cause a scene or act like a nuisance for no reason. Why are there so many of them?
If someone is over 70, does it become legally acceptable for them to turn into a "kkondae" and act out?
