Hot pants length in the 2010s vs. now. When were they worn shorter?

They say that in the 2010s, due to fashion trends like girl group hot pants,
the average length of hot pants worn by women on the street
was shorter than it is now.
Back then, if you were sitting on the street, you'd reportedly see
a girl wearing such dizzying hot pants
that you could almost see the underside of her buttocks every five minutes.
People also say they felt even shorter back then because there were no safety shorts.
Was it really that extreme?
