Lunch special where steamed rice is extra

A Jjageuli restaurant in a seaside rural village in Ulsan
I went in after seeing a banner for a Jjageuli lunch special at 10,000 KRW per person (for orders of 2 or more)
Even though the stew on the table was fully boiled, the rice didn't come out
(The menu had "steamed rice 1,000 KRW extra" written in marker)
Since they said I had to order the rice separately, I asked if it was right to charge extra for rice during a lunch special, especially since it's not even a dinner snack for drinks...
They told me that instead of raising the menu prices, they removed the rice and charge 1,000 KRW for it separately..
Then how is that any different from just raising the price by 1,000 KRW?
It seems like there are many strange restaurants these days.
