The things people are reporting right now and the things he is reporting must be different, right?
The things he reports are....
1. If a child is lost, he reports it so they can find their way.

3. If an intoxicated person is lying down, he reports it instead of just walking past.
4. If a wallet is left behind, he reports it to ensure it is returned instead of just walking past.
