Even Chinese families not living in Korea get 700,000 won in pensions?

Instead of raiding the wallets of Koreans who have paid National Pension contributions their entire lives,
use that money to help them so their pension becomes more than just pocket change.
Isn't it too much that foreigners who jumped on the National Pension bandwagon late through loopholes,
and even their families, are receiving pension benefits?
