Whether a Master Forwarder can handle House B/L filing

Hello. Our company is preparing to launch a new ocean freight forwarding business and is planning to implement a forwarding program. The workflow follows the sequence of Exporter → Master Forwarder's Partner → Shipping Line → Master Forwarder. In this structure, I am wondering if the Master Forwarder can handle the filing of the House B/L that we issue.
