In the US and Europe, even middle and high school students can easily do drugs if they set their minds to it, right?

I can assume that's the case for the US, but
even in Europe, there are places everywhere where illegal drugs are administered, and even the police can't do anything about it.
Once someone starts using them while they're intoxicated and losing their senses...
I feel like we need to crack down on drug dealers and their routes on a massive scale as soon as possible.
