Is there a reason why the AV/pornography industry isn't allowed in Korea?

I heard that no developed country like Korea would prohibit adult content.
Even though Japan is a very conservative country, they are known as a "sexually advanced" nation.
So why on earth is Korea...
imposing all these regulations just to prevent men from getting an erection... including things like real dolls?
