Why farmland investigations make no sense

Do you think apartment or villa prices, or even Jeonse/monthly rent prices, in the provinces will rise in the future?? The point is that rural farmland prices certainly won't rise, and rental prices are even less likely to go up. Currently, the only places where farmland prices can actually rise are outside the Seoul metropolitan area, so if they are going to crack down, they should target those areas instead of stirring things up nationwide. I don't understand why they are doing this.
