It has been revealed that as the Korea Land and Housing Corporation (LH) faced difficulties in meeting this year's commencement targets for new construction purchased rental housing in the Seoul metropolitan area, they introduced a 'Rapid Commencement' system that recognizes 'commencement' as soon as a commencement report certificate is issued, even before actual construction begins. In particular, LH has pulled forward volumes originally scheduled to commence in 2027 to be counted as available for commencement this year.

First, they build up the narrative by showing how the head of the executive branch receives weekly reports on the status of housing construction supply and is deeply concerned...

They have simply moved the benchmark for counting construction commencement forward by about 6 months.

They have separately defined the term 'Actual Commencement.'
This is a term created through a trick to boost commencement performance;
Therefore, the preceding stage of commencement is essentially 'pseudo-commencement.'
By the very terminology used, they are admitting that the commencement recorded in the statistics is fake commencement = a hollow figure.
