Even if they say civil servants will get the Basic Pension, most won't be able to receive it anyway

Even if a couple receives only 3 million KRW in combined civil service pensions,
they will be disqualified if their combined apartment and assets exceed 400 million KRW.
The only cases where assets are under 400 million KRW at retirement
are cases where they have essentially gone completely broke.
Just as most children of civil servants cannot receive national scholarships,
they won't be able to receive the Basic Pension anyway.
