You think it's fine to live in a lower-tier Seoul apartment just because you have money??
First of all, in Korea, many elderly people born in 1967 or earlier are rude if they don't have much money. Even the elderly who seem polite are often quite narrow-minded. Unless they are well-educated seniors, assume they are rude.
People moved into old apartments in lower-tier Seoul areas almost without paying any reconstruction contributions, so even those with nothing have moved in bloodlessly. Those seniors hardly ever move until they die.
Among young people born after the 80s, those with low civic standards are mostly those without money; at most, they have net assets under 200 million KRW.
But even if the old folks only have a little money, they hit the jackpot with the timing and are living in their own apartments in lower-tier Seoul areas worth 600–900 million KRW without having paid reconstruction fees. Don't go to lower-tier Seoul apartments and get disappointed by the low civic standards lol
