Starting next year, tuition will be free for incoming freshmen at regional national universities.
Of course, there is a clause to reclaim the funds if they drop out,
but the biggest issue here is the foreign freshmen.
If you look at the number of foreign students at the 8 most representative flagship national universities
among the regional national universities on the University Alimi website,

the total number of foreign students enrolled from freshman to senior year across these 8 regional national universities is 11,036.
This means roughly 2,700 new students enter every year.
As you all probably know, more than 60% of those foreign students are Chinese.

You have probably seen many news reports stating that it has become difficult for Koreans to study in France
because the French government has been reducing support for international students due to financial issues from last year to this year.
The ratio of foreign students at other regional national universities, besides the 8 flagship national universities mentioned above, is even higher.
Implementing full tuition waivers at regional national universities is already a problem,
but providing tuition-free benefits even to foreigners is going too far.
