Is it really that hard to be promoted to Major in the military?

‌When I was serving in the military,
the Captain (Company Commander) was from the NCO track,
and he used to work the soldiers like dogs
just to get promoted.
I heard later on that
he failed to make Major
and is now working as an insurance salesman.
