Honam Semiconductor is only possible if KEPCO hikes electricity rates..

The proposal to Samnik to prepay 25 trillion KRW wasn't for nothing. To install the large-scale power grid for Honam Semiconductor, we either have to raise residential electricity rates or the government has to pay it off; there is no other way.
Furthermore, when KEPCO issues bonds, they get hammered with high interest rates by the bond traders at securities firms, and since the spreads for other companies are set based on KEPCO bonds, KEPCO ends up driving up interest rates across the entire bond market, leading to mutual destruction.
