People who take bribes think it is their own ability

What I have felt after working in the construction/plant sector for 10 years is
there are so many people who take bribes
and their methods are highly sophisticated
yet no one has ever faced legal punishment
Those who take bribes
think it is their own ability.
By planning and designing from the budgeting stage,
they gain massive profits beyond their salaries.
You can't report them,
and I've seen cases where after firing a few representatives from a construction company who were taking bribes,
they would get drunk and threaten me via text message upon leaving.
They don't even think of breach of trust or bribery as something wrong;
they just think it is their own ability.
They only think, "Everyone else does it, so what's the problem?"
