Is reconstruction possible in lower-tier areas of Seoul?

Aren't lower-tier areas in Seoul less realistic than those in southern Gyeonggi Province?
Most residents are elderly, and there are many rental tenants—do they even have the money to pay the reconstruction contributions?
Aside from large-sized units in lower-tier Seoul areas, the small-sized unit lines seem to have a lower possibility of reconstruction than Ilsan or Sanbon.
