Is it true that a foreign expert said Bukang is unable to forage???

‌I heard it was mentioned on a broadcast...
A foreign expert said... looking at Bukang... he is currently unable to forage at all,
so he needs to be released.
They said that the typical rising and falling movement seen during foraging is absent,
and that he is under immense stress...
Was there an attempt to release him because of what that expert said???
On the other hand, Korean experts said... since there is plenty of food like mullet in the Bukhang waterway,
he will go back out once it gets colder...
Who is correct?
He managed to come through the nets like this... can't we just leave him be? Let him leave on his own...
