Is this a voice phishing call??

I received a phone call this morning,
but I was half-asleep so I couldn't hear the details properly.
The gist of it was
“Mr./Ms. ooo (my name), something something...”
and they hung up with about 10 seconds left of their message.
When I called that number back in the afternoon,
I only heard a recording saying,
“The number you are calling is currently blocked at the request of the National Police Agency,”
and the call wouldn't go through.
I tried calling from my father's phone as well, and it's the same.
ㄷㄷ This is scary. What is going on?
