Incheon has conceded everything to Busan

Incheon holds the position of the second and third largest cities in South Korea, but because it is grouped within the Seoul Metropolitan Area, it is subject to various regulations (such as the Comprehensive Plan for Power Generation and the Total Factory Quota System). We should be receiving public institutions, but currently, there are only 8 public institutions in Incheon. On the other hand, Busan, as a core hub city outside the metropolitan area, has received concentrated government budget support for decentralization and balanced national development. Incheon doesn't have anything like that. This time, we even conceded the maritime-related public institutions to Busan.
