Isn't the Productive Finance ISA ultimately a buildup to tax domestic stocks?

As it stands, there is absolutely no reason to put money into that.
If you do, your funds get tied up to some extent and restrictions arise.
Ultimately, everything only aligns perfectly if they implement taxation on domestic stocks.
