Can't we just anesthetize the bukkang and take it out on a boat, then release it once we're out at sea?

I feel like we could just anesthetize it, load it onto a boat using a crane net,
and then release it into the ocean just as the anesthesia wears off??
Often, the simplest and most intuitive method is the right answer.
