What is really going on with the Jeju female disappearance case?

‌No matter how much the police might want to avoid the hassle,
I don't think they would have closed the case by fabricating
untruths, such as claiming they made contact with the missing person
but that the person did not want to contact their family.
Even if it were a common disappearance case in a tourist area,
if they just wanted to avoid the work, they could have simply not done it.
What is the reason they went as far as to do that?
Isn't it natural to suspect that the officer involved might actually be the kidnapper?
