Inquiry regarding HS codes and hazardous waste status for importing automotive lithium-ion battery scrap into the EU

I am planning to import scrap generated during the secondary battery (lithium-ion battery) manufacturing process for automobiles, waste lithium-ion batteries (including recalled batteries), and black mass (the powder form produced by crushing these materials) from the EU. Since these products are considered waste or hazardous waste within Europe, I understand that under the Basel Convention, importation is only possible if permits are obtained between both countries and if the importing country possesses recycling facilities. I would like to know the HS codes applicable to this waste and whether it is classified as hazardous waste domestically. Furthermore, if (1) the goods are considered general waste in the exporting country (EU) but hazardous waste domestically, or (2) they are considered hazardous waste in the exporting country (EU) but general waste domestically, I would like to know which waste classification standard must be followed to proceed with the import process.
