There is a Yemeni delegation too

I saw a Yemeni delegation,
so I asked who the dispatching entity was, and then???
The Houthi rebels? The government forces?
The Olympic Organizing Committee is in Sana'a, which is in the Houthi-occupied area.
From an international perspective, they are rebels, but since they control the densely populated and economically concentrated areas, it is ambiguous to determine their lineage.
