People seem to be using ~eul and ~reul incorrectly; has the spelling rule changed?

I understand that you use ~eul if the preceding syllable ends in a consonant,
and ~reul if it ends in a vowel.
However, lately, I see many posts using ~eul where ~reul should be used. Has the spelling rule changed?
