If employment becomes more flexible, we hire experienced workers over new graduates.

Why is that?
The idea is to reduce staff when there is no work and increase it when work picks up, but when would we have the time to train new hires before putting them on the field?
Experienced workers can be deployed immediately after hiring, whereas new hires require training before field deployment.
Then, if work decreases again, we reduce the workforce. Since the period when a new hire becomes useful might coincide with a downturn, from a ratio perspective, it is always more profitable for a company to prioritize hiring experienced workers.
