I'm starting to think that Lee Jae-myung's intention might be that the CIO (Corruption Investigation Office for High-ranking Officials) isn't even necessary.
Rather than appointing a problematic CIO head from the start, I suspect they might have needed a figurehead to demonstrate that the CIO itself is unnecessary.

If you connect the fact that they appointed the least qualified candidate among the four with the decision to scrap everything during the CIO reorganization, it feels like the original scenario might have been to dismantle the prosecution and simply have the existing police handle things without a CIO.
