Isn't Park Shin-yang the gatekeeper for S-class actors?

When debating who qualifies as an S-class actor, it feels like
Park Shin-yang acts as a sort of benchmark for measuring combat power.
While his peak performance was truly incredible,
and his cumulative career isn't bad, he isn't quite at the level of a legendary actor.
He lacks global popularity entirely,
and his star power as a celebrity outside of acting is somewhat weak.
In many ways, he does feel like the gatekeeper for the S-class tier.
