Are apartment management office employees usually unkind?

I have been living in my current residence for 7 years, and I feel like the level of kindness has actually decreased through the three different service companies that have managed the office.
I understand that handling civil complaints can involve hearing harsh words and might make them sensitive, but there are frequent cases where they respond irritably even to simple inquiries.
If they are too unkind, issues could be raised at meetings like the Council of Occupant Representatives, which could cause problems with contract renewals, but I feel like the number of kind staff members is decreasing over time..
