Surely Nepal isn't asking for money just to launch a helicopter, right?

I heard that even though our country's rescue team has arrived,
they can't do anything because helicopter takeoff permits aren't being granted. Surely the government isn't saying they'll only grant permission if we pay a support fee, right?
