Is Suwon a good place to live?

An elder in my family is the CEO of an SME and is a high-net-worth individual with assets worth nearly 100 billion KRW.
He has lived in Suwon almost his entire life and insists there is no place better than Suwon, so he only lives there.
His company is located in Yeouido, though lol.
Isn't Suwon's infrastructure and size basically just on the level of one of Seoul's districts?
