Reconstruction standards
1. Reconstruction is only possible after undergoing a safety diagnosis and being judged as dangerous
: Why is this? If the landowners want to do it, they should just be able to.
2. They cannot decide the sale price at will. A price ceiling is set, so they must receive less than the market value
: Why is this? The association should be able to set the price under its own responsibility.
3. The state forces public contributions (donations, rental supply)
: Why is this? In a way, they are supplying housing while reducing their own land ownership shares.

4. Taxes are forced upon association members under the pretext of the Reconstruction Excess Profit Recapture System
