Will the 3rd Generation New Cities truly focus on public rental housing?

I wonder what the ratio between public sales and rental housing will be.
The minimum threshold for rental supply is 35%, but according to recent briefings, they say they will increase it to nearly 50%.
If 50% of the housing supply in new cities is rental, lol.
