Since 99% of adult missing person reports are runaway cases, it seems they've been neglecting them based on those odds and are now facing the consequences

Looking at this objectively from a third-party perspective:
It seems there are more missing person reports than the police force can handle?
Missing children are definitely emergencies, so they should be handled properly.
What about adolescents?
For adults, it seems the custom has been to just take the report and let it slide.
But I wonder if this is a problem unique to Jeju Island??
