Why are they doing long-term jeonse in Gangnam?

The "Mirinae House" apartment system, introduced by the Seoul Metropolitan Government in 2024 for (prospective) newlyweds without homes, is a public rental housing program that offers incentives such as a maximum residence period of 20 years if a child is born after moving in (with the option to purchase thereafter), and exemption from asset and income criteria upon contract renewal. Why are they protecting people who are capable of paying over 1 billion won in jeonse deposits?
What is the meaning of this?
They should just abolish it.
