Was SISTAR ever the top girl group?

‌From what I remember,
I recall they were quite popular between 2010 and 2014.
Was there a time around then when SISTAR was the undisputed top girl group?
Around 2010-11, it was 2NE1.
After that, I feel like they were definitely in a position to be the top group....
