What do women mean when they say "I don't care about looks"?

Some women say they don't care about looks, even saying they "don't care at all."
But if they were introduced to someone who looked like Kim Je-dong or Ok-dong-ja, I feel like they would avoid them, so saying they don't care about looks at all must be a lie.
Just how much does "not caring about looks" actually mean?
Does it mean the person should at least be average?
Or are they just lying to maintain a certain image, and in reality, they actually care a lot about looks even if they say otherwise?
