A UN Ambassador who can't speak English?

A UN Ambassador should be at least proficient in English.
American English is actually easier than
British accents,
Indian accents,
Australian accents,
African accents, and so on...
Even if you are reasonably good, there is so much you can't understand.
And they appoint someone who can't even speak English as a UN Ambassador?
Isn't this just a roundabout way of paying the Daejang-dong lawyer fees?
