The Park We incident... from a shamanistic perspective, was it a case of sending out a curse and having it backfire?

Shamans send out "sal" (malevolent spirits/curses) to kill or curse someone, right?
But did it come back as a "yeok-sal" (backlash) and end up hitting the person who sent it??
