My child was a victim of a hit-and-run involving an electric scooter

A male student, who appeared to be in high school, was riding an electric scooter and struck the handlebars of my 4th-grade child, who was standing still on a bicycle while reading a book. This caused my child to fall.
The right elbow, wrist, and the right knee and shin were severely scraped, resulting in heavy bleeding.
The perpetrator reportedly said to my crying child, "Are you okay? You should get medical treatment," and then just left.
I received the call late and rushed to the scene immediately to report it to the police.
My child went to the emergency room for first aid and X-rays.
Although we have reported it to the police, I am concerned that it might be difficult to identify the perpetrator.
If the perpetrator is identified, what kind of legal actions can I take?
