The tragic death of a 3rd grader last night

At 10:30 PM, the 3rd grader set out to go to their father.
They realized the child was missing and reported it, but the child passed away.
Looking at the news footage, there were no safety fences in the walkway between the bungalows,
and a 3rd grader was walking through that path at night, not even during the day.
I wonder if the adults were all gathered drinking alcohol while leaving the children alone in one place.
