Can a deferred payment L/C be discounted before maturity?

Yes. UCP 600 expressly allows a nominated bank that has incurred a deferred payment undertaking to prepay or purchase it, and the issuing bank must still reimburse at maturity. This settled a long-running dispute about early payment under deferred credits.
