There are too many non-reimbursable treatments in orthopedics

Whenever I go somewhere because I'm in pain, they keep recommending injection therapy or vibration physical therapy.
As it turns out, they all cost around 100,000 KRW and are non-reimbursable.
Since my private insurance doesn't cover non-reimbursable items, I end up saying no to everything.
Why are there so many non-reimbursable treatments in orthopedics?
In the end, I just get an X-ray, pick up some painkillers, and now I'm getting acupuncture at an oriental medicine clinic. T_T
