What is the success rate of retaking the entrance exam?

For example, if someone doesn't get the score required for their target university
and decides to retake the exam, do they usually succeed in getting into their desired university?
Or is there a high probability that they will only get scores that lead to the same unsatisfactory universities they could have attended the previous year,
or even perform worse and fail to get into those as well?
