Was the Incheon Dome Stadium originally planned to be Korea's largest with 32,000 seats?

I heard that the capacity was initially reduced from 32,000 seats to 20,001 seats as outfield seating was replaced by a hotel infinity pool and a shopping mall, but it has finally been agreed upon at 23,000 seats. It is reportedly intended to be used as a concert venue capable of accommodating 40,000 to 45,000 people (based on standing room).
