Intelligence and character are the most important qualities for national representatives.

Do we appoint class presidents and vice-presidents based solely on academic rankings?
Do we appoint heads of beautification or entertainment committees based on grades?
Even a single elementary school classroom doesn't operate that way,
so what can be said about national representatives?
No matter how talented they are, we must not select individuals
with low intelligence or character issues.
