The strongest Dragon Ball character using only pure martial arts

No Ki manipulation, therefore cannot fly or use energy blasts.
However, I heard their power level was 160 when they first appeared.
To give you an idea of what 160 means, during the World Martial Arts Tournament,
Goku was 150 and Tien Shinhan was 145.
Master Roshi was around 130.
When they cut off Vegeta's tail during the Saiyan invasion,
it is said their combat power exceeded 900.
Looking at their personality, they don't seem like the type to practice hard,
nor are they the type who loves fighting.
It's hard to believe that a pure human, not even an alien, was stronger than Goku, Krillin, and Tien Shinhan,
who had been training like crazy during that period.
