Customs Duties and Refunds for Paid Import of Used Machinery and Paid Re-export after Repair

We import used machinery from overseas, repair it domestically, and then sell it to a third country. When importing used machinery free of charge, do we need to pay customs duties? If we do pay duties, can we apply for a refund of those duties after completing the export following the repair?
