What is the difference between an exporter and a shipper?

The exporter is the party that sells and is commercially responsible for the transaction. The shipper is the party named as such on the transport document, which is whoever hands the goods to the carrier. They are usually the same company, but not always: a freight forwarder or a supplier can appear as shipper while the exporter remains the seller of record.
